Cabinet Responsibility is the post-decision discipline that keeps a team united once it has decided: each member publicly supports all team decisions, even ones they privately disagree with. Les also calls it the Dollar-Bill Rule, after the test that once the team is outside the room, no one should be able to slide a dollar bill between any two members on how they back the decision. It runs in two halves: ruthlessly constructive debate inside the room, and full-throated support once the call is made.
