Treadmill is the fifth stage of the Predictable Success Lifecycle and the first of the three decline stages, the mirror image of Whitewater. Where Whitewater is the stage in which an organization first becomes under-processed, Treadmill is where it first becomes over-processed. The slide in is slow, as the organization keeps adding systems on the belief that more process must be better, until form wins over function. It stays recoverable as long as someone can still put their hand up and say this has to change.
